FODS Construction Track-Out Control Continues To Expand Across the Industry
Construction sites utilize a variety of Construction Track-Out Controls to minimize sediment that is deposited onto roadways adjacent to construction activity. Pennsylvania DEP Recognizes FODS As Construction Entrance Track-Out Controls BMP

The Pennsylvania DEP has created a thorough E&S Manual to assist contractors and engineers as they create Stormwater Pollution Prevention Plans for construction activities. The Manual includes four categories of construction site access controls and indicates which may be used on special protection ABACT areas. All solutions mentioned in the manual which can be used on ABACT areas utilize washing stations either with or without additional measures. Construction sites outside of special protection areas have more options available.
The Pennsylvania DEP recognizes the FODS System as an alternative to rumble pads which may be used with a wash station in special protection areas. After reviewing the FODS System, the Pennsylvania DEP has concluded that FODS may be used on future projects according to existing standards that have been developed.
At this time it was decided after review of the Rumble pad description on page 17 of the E&S manual that your FODS trackout system would fall under preconstructed rumble pads and may be used on construction sites without further review/demonstration if you conform to the 50’ length to provide 4 tire revolutions while on the pad.

FODS Used on West Virginia Division of Highways Projects

As contractors in West Virginia opt for the FODS reusable construction entrance to gain cost and efficiency benefits, the WV Division of Highways has encountered the system while collaborating on commercial development projects. Many Transportation Departments utilize the system because it is portable and can be easily relocated during each phase of linear highway projects.
While the West Virginia DOH does not play a role in the approval of specific BMPs, they are often involved in a variety of commercial development projects which affect nearby roadways. In response for a review of the system, the DOH stated that they see potential applications for the system and have no objections to the system being specified on future projects.
We do feel that the product may be beneficial for use on WVDOH projects. The inclusion of the material into project designs does not rest with this Division, but we have no objections to it being specified by WVDOH Designers or requested to be used by contractors. If a contractor would propose to use it on a WVDOH project, or if the product is specified in WVDOH Contract Documents, the material may be used, pending evaluation.

FODS Construction Entrance Details
FODS Reusable Construction Entrance System is modern BMP which dislodges sediment and debris from vehicles tires. The system consists of a series of 12’ x 7’ mats which are formed into pyramidal structure on the surface. The pyramids flex vehicle tires to open tire tread lugs and allow sediment to break loose. Tires only come into contact with the tips of the pyramids so the void at the base of the pyramids capture debris away from future vehicle passes. FODS are easy to install over dirt, concrete or asphalt and can be relocated throughout each phase of the project.
FODS maintenance can be completed by a simple cleaning with a FODS shovel or skid steer with a broom attachment. Because the system does not use rock or consume materials, FODS can be fully maintained on-site without waiting for delivery of additional product. In highway projects, the rockless design can also help to increase safety by reducing the risk of crushed gravel becoming lodged between tires or tracked onto active lanes.
